   hi, i am really sorry.. i am not the one who made the arm.. but from what I have seen he uses a type of expended polystyrene with the help of layering to produce shape for his amours. As for the outer shell he uses vinyls to as the skin. (see http://pzportal.net/main/2009/06/cosplay-challenge-09-2/dsc_0140/)

   For the wires u see is actually part of a flash circuit from a disposable camera to simulate the light from the transmutation
